The CFIA Released the Health of Animals Regulations: Part XII: Transport of Animals-Regularity Amendment Interpretive Guidance for Regulated Parties. The document was created to ensure the humane treatment of animals while they are being transported and to establish who is responsible for their wellbeing.
According to the CIFA website, individuals involved in transporting animals (directly or indirectly) have the responsibility to assess animals for fitness. Then they must select, prepare and load only animals that are fit for the intended journey.
If you are responsible for activities related to the loading, unloading or transporting of animals, CFIA says that you must be knowledgeable about Canada's transport of animals regulations.
The regulations state that three main criteria must be fulfilled while transporting animals: the animals need to be fit for transportation before they are loaded, they must be monitored regularly, and the monitoring must happen often enough to ensure that they do not become unable to comfortably finish the journey.
CFIA has a handy checklist for ensuring the criteria have been met, it can be found at https://www.inspection.gc.ca/animal-health/humane-transport/livestock-transport-in-canada/eng/1363748532198/1363748620219
